What is the Building Industry Association of Okaloosa-Walton Counties (BIA)?
The Building Industry Association of Okaloosa-Walton Counties (BIA) is a professional trade association representing builders, contractors, suppliers, and professionals who support the construction and housing industry throughout our community.
Our members work together to promote quality construction, support workforce development, advocate for responsible building policies, and give back to the communities where we live and build.
BIA members are licensed and insured professionals who are committed to upholding the highest standards within the building industry. We strongly promote the importance of hiring qualified, licensed contractors to ensure homeowners receive safe, high-quality construction.
Beyond supporting our industry, the BIA is committed to strengthening the local economy and helping ensure families in our community have access to safe, well-built homes.
How did this organization come about?
The BIA was formed more than six decades ago when local builders recognized the need to collaborate and advocate for the construction industry in Okaloosa and Walton Counties.
What started as a small group of professionals sharing knowledge and supporting one another has grown into a strong network of builders, trade professionals, and industry partners working together to improve the building industry and the communities we serve.
Today, the BIA serves as the local chapter of the Florida Home Builders Association (FHBA) and the National Association of Home Builders (NAHB), connecting our members to a statewide and national network that advocates for the housing industry and supports professional development, education, and policy initiatives.
What impact does the BIA have on the community?
The BIA plays a significant role in supporting both the local economy and workforce development. Our members build the homes, neighborhoods, and commercial spaces that help our community grow.
One of our biggest community initiatives is the Emerald Coast Scholarship Dream Home, currently under construction by BIA President Rex Holley of Cotton Creek Builders. Proceeds from this project fund scholarships for students pursuing careers in the building trades and construction industry.
This year we are also launching a new program, the Jeremy Stewart Tools of the Trade Scholarship. This scholarship will help individuals entering the building industry purchase the tools they need to begin their careers or start their own business. The scholarship is named in memory of Past BIA President Jeremy Stewart, who was deeply passionate about the future of the construction industry. Jeremy was also instrumental in the passage of Senate Bill 460, legislation that allows 16 and 17-year-old students to work on construction job sites, helping introduce young people to rewarding careers in the trades.
Through programs like these, we are investing directly in the next generation of builders who will help shape the future of our community.
What are some future goals for the BIA?
One of our top priorities is continuing to support workforce development and encouraging the next generation to pursue careers in the building trades. The demand for skilled professionals in our industry continues to grow, and we want to help create opportunities for students and young professionals.
Launching programs like the Jeremy Stewart Tools of the Trade Scholarship is one way we’re working to remove barriers for those entering the industry by helping provide the tools they need to start their careers.
We also aim to expand community awareness of the building industry and strengthen partnerships with local organizations, government leaders, and educational institutions to ensure our region continues to grow with quality housing and strong local businesses.
What events does your organization host? Are any open to the public?
The BIA hosts a variety of events throughout the year that bring together builders, industry professionals, and community members.
Our largest public event is the Parade of Homes, which invites the community to tour beautiful homes built by local builders and see the latest trends in home design and construction. This year’s Parade of Homes takes place on June 5-7 and 12-14 and will be in partnership with the Bay Building Industries Association. We’re also excited to bring back the official Parade of Homes Guide this year, which will help visitors explore homes, builders, and sponsors throughout the event.
We also host networking events, educational programs, and community gatherings such as our Nail Drivers Golf Tournament at the Raven Golf Club (April 24th), Hammers and Hotrods Car Show (September 19th), and other industry events that help connect professionals and strengthen our membership.
What is your role and how did you get involved with BIA?
I currently serve as the Executive Vice President of the Building Industry Association of Okaloosa-Walton Counties. I’ve been with the organization for nearly two decades, and during that time I’ve had the opportunity to watch both our membership and our community grow.

The BIA is more than a professional association—it’s a community of people who care deeply about the future of our region. Our members are the builders, suppliers, and professionals who help shape the places where families live, work, and grow. By supporting workforce development, advocating for responsible growth, and investing in scholarships and education, we’re working to ensure that our community continues to thrive for generations to come.

There are many ways to get involved with the BIA. Industry professionals can join our association to connect with other members, participate in events, and stay engaged with the latest developments in the building industry.
